The rapid development of digital technologies affects all spheres of life, including international relations. International relations as a complex system that includes various elements, interactions, and diplomacy are increasingly becoming digital in nature.

Today, new clusters have already emerged in this system, such as digital diplomacy, data diplomacy, cybersecurity and cyber diplomacy, global internet governance, and digital electoral technologies.

In digital diplomacy, big data analytics is actively used at all levels, including international organizations, ministries of foreign affairs, digital platforms of international media broadcasting, and public diplomacy actors. This gradually transforms digital diplomacy into data diplomacy.

In the context of a rapidly changing world and the development of digital technologies in international relations, there has emerged a need to open a new experimental field called “International Relations and Digital Diplomacy”.
