Participation in the implementation of the educational, cultural and educational project "Confucius Institute" is voluntary. It does not provide for restrictions of a social, national or confessional nature. The procedure and conditions for participation in the project are defined in its title documents, primarily in the charter of the Confucius Institute.

The Office of the State Department of the People′s Republic of China (Hanban) was formed with the support of the following government agencies:

Office of the State Council of the People′s Republic of China;

Ministry of Education of the People′s Republic of China;

Ministry of Finance of the People′s Republic of China;

Ministry of Foreign Affairs of the People′s Republic of China;

Ministry of Culture of the People′s Republic of China;

Ministry of Commerce of the People′s Republic of China;

Ministry of Economy of the People′s Republic of China;

Chinese State Department for Reform and Development;

Chief State Department of the People′s Republic of China for Television and Radio Broadcasting (International Broadcasting);

Main Department of Mass Media and Press;

Department of Information under the State Council of the People′s Republic of China;

Department of the State Council of the People′s Republic of China for Chinese emigrants;

State Working Committee of the Chinese Language.

The State Department of the People′s Republic of China has created an international standard - Chinese Language Proficiency Scales for Speakers of Other Languages. It became the first standard by which the quality indicators of fluency in Chinese by those who learn this language as a foreign language will be determined.

The head office of the Confucius Institutes, in addition, carries out the following activities:

1. Sanctioning the use of the name "Confucius Institute";

2. Development and use of logos and emblems of the Institute;

3. Development and organization of the application of teaching methods and curriculum preparation;

4. Providing a guarantee of the right to use multimedia programs, Chinese textbooks, additional materials, as well as distance learning courses of Chinese language and culture for students studying at the Institutes;

5. Implementation of the training of students according to the methodological standards of the Institute;

6. Advertising support for the activities of the Institute;

7. Development of recommendations for the management and development of the Institute;

8. Providing all interested persons with information about the teaching of Chinese in other countries of the world;

9. Recruitment and assignment for work outside the PRC of volunteers - teachers of the Chinese language;

10. Selection of books to create libraries;

11. Providing financial support for the organization of the learning process.
